The way the UK tracks waste is changing. Soon, every waste movement must be logged in one new online system run by the Environment Agency. It is called the Digital Waste Tracking Service. This guide explains what is changing, who it affects, when, and how to get ready in good time.
What is digital waste tracking?
Today, every waste movement needs a written record. For hazardous waste that is a consignment note. For other waste it is a transfer note. Often this is still done on paper.
The new service moves these records into one shared online system. The aim is to stop waste crime and make records quick to check. It does not change what counts as waste or who is responsible for it. It changes how the record is made and stored.
Who must use it, and when
The rollout happens in stages. You do not all start on the same day. Your start date depends on your role in the waste chain.
If you take in waste (Phase 1)
From 1 October 2026, sites with a permit or licence to receive waste must log what they take in. This covers England, Wales and Northern Ireland from 1 October 2026, and Scotland from 1 January 2027. About 12,000 sites are in this first group.
If you carry, broker or deal in waste (Phase 2)
From 1 October 2027, the rules reach waste carriers, brokers and dealers. You can start sooner. Early access opens from late 2026, so you can learn the system before it is required. In the end, over 100,000 businesses will be in scope.
This does not get rid of consignment notes. You must still fill one in and keep it for every hazardous waste movement, on paper or digital. Digital waste tracking is an extra step on top, not a replacement. You need both.
What you should do now
The deadline will arrive fast, and the waste sector is busy. Many firms will leave it late and then rush. Getting set up early means no panic, no fines, and time to train your team. It also means your records are clean and easy to find if the Environment Agency asks.
